i agree with 2oldmans statement
but i also agree with westernrvparkowner
i'm an electrician and he is telling the truth
yes some people do not overuse and do manage their 50amp rv on 30amp power
but the fact is, a 30 amp rig probably uses less than 20amps most of the time
while a 50amp rig can pull almost 30amps most of the time and many of the owners will act like they are starving for power
you put a string of these on 30amp sites and their will be some power problems
now if you only have one or two on that loop, things will probably be ok
but then other 50amp owners are going to say why him and not me
the park owner in the OP is making it clear the way he wants to manage HIS park
yes the pedestal breaker means the rv can't exceed 30amps
but that does not stop every 50a RV on the loop from drawing 28amps
and creating an overload problem
in the summer its A/C in the winter its electric heaters
people say i'm paying for the site and the power and i'm gong to use my 30amps
well NEC doesn't say the wiring has too carry 30a on every site in the loop full on full time
unless a park owner 'overbuilds' it is just not possible for site users to do that
