I understand it well and the same number of fifty am rigs with30 amp dog bones 30 amp rigs will not draw more than the 30 amp rigs, regardless of how deficient worn or old wiring and breaker boxes of the campground. Ran into one in Indiana.
NOT true
on a 30 amp site neither 30a rv or 50a rv can draw more than 30a or the breaker will trip
but the circuit is NOT engineered for all rv to draw 30amps or even 28 amps,
it is engineered to carry 200amps per leg
or about 15a per RV if all RVs are using power to the limit of the loop
some will use less than 10a other 20a
that won't happen with a bunch of 50a rv on that loop
all of this is only anecdotal to why, the park owner made his decision
NOT whether or not this is becoming the norm, which was the OPs question
I dont think its the norm YET, but the evidence suggests it is increasing
