A "30 A site" is one with a 30 A outlet. That 30 A is maximum, not average, not continuous. Others know the NEC better than I, but my understanding is that even if the feeder circuit can handle it, a 30 A circuit only supports 24 A continuous (80% of maximum). And, the rules are such that when there are multiple 30 A outlets off a larger feed, they don't all have to be able to simultaneously supply even that.
You're paying for standard 30 A service, which has well defined characteristics which don't allow a continuous 30 A draw. No need for the park to explain that, it's standardized. If you want to draw a continuous 30 A, get the standard 50 A service.
