Now, Let's assume the park does charge extra for 50 amp. So what? The policy turns away the rig completely, it doesn't force them into a 50 amp site because according to the OP there were no 50 amp sites available. As I tried to show, it isn't about the electrical costs, since they are only a couple of bucks a night higher for a 50 amp rig over a 30 amp rig, even if they are in a 50 amp site that allows for maximum electrical usage, which a 30 amp site would not. What, other than customer service for the rigs already there, is accomplished by turning away a rig when there is an empty site? It has to be more than the fact they charge extra for 50 amp sites.
