The issue is a 30amp outlet is not designed nor intended to produce continuous 30amps of power.
NEC allows 13 x 30 amps on a 200 amp feeder or 390 amps.
In rolls 10 50 amp RVs with EMS that can load shed and connect appliances to maintain 24 to 30 amps near continuous for extended periods. This is allowed by NEC but will load the circuit to the detriment of low voltage or in an extreme case open the breaker.
Same as in the RV if two people want to run a hair dryer on high on the same GFI circuit. You have to limit the usage even if the connector is good for the 12 amps needed. This is exactly what the RV park is doing.
