My TT came with a stair that had one step down, then the ground, making each step a nominal 12 inches. I removed that and replaced with a stair with two treads instead of just one, making each step a normal 8 inches. Took me about an hour to do for a permanent fix.
I would caution you to avoid doing anything that makes the steps (however many there are) uneven. There are safety reasons uneven steps are forbidden in new construction everywhere.

The only way to reduce rise per step is to add more steps!
We went from a 3 step entrance to a four step unit, and the big plus was all the risers were smaller and equal!!
On the the inside replaced single box step to the bedroom with a two step set I built with Oak stair tread from Lowes.
