I will say that some people use LARGE amounts of TP--like 4-5 feet of the thick stuff. I am not kidding. If you try to dump the black tank right after several LARGE clumps of TP have been flushed, especially if the tank isn't close to full, the LARGE wads of TP can plug the dump outlet. Such people should not dispose of their LARGE wads of TP somewhere besides the toilet.
We were able to get the offending clog to go on through by re-filling the black tank to the max with water, which gave enough pressure to flush the clog on through.
It's prudent to instruct any guests to use moderate/reasonable amounts of TP, and to flush with plenty of water.
I will say that if you are running short of black tank space, or on fresh water, you can use your facilities only for liquids, dispose of the TP in a covered trash can with a liner, and use a campground facility for solid waste. This requires very little flush water. Empty the covered trash can daily and there is no objectionable odor.
