I have traveled extensively in europe/asia/africa and have never observed this. now if you are talking about undeveloped countries with no running water, I can see that.

Must of been an interesting trip, especially wondering what all those small waste cans were for in the toilets? Much of eastern and southern Europe,and parts of South American, Asia, and the Caribbean have disposal systems that cannot accept paper. Pretty much billions of humans out there that do not flush paper, including in first world places with running water.
LOL, some countries don't even use TP but I wouldn't recommend mimicking them either. TP goes down with the rest of the stuff, most sanitary way to deal with it. Or use the bath house.
