The hanging plastic bag holds the tp and the tp is folded up in it so it's enclosed twice, by the tp and the bag. The bag gets tossed out after a few uses. I don't use the recirculating toilet often as it will need dumped soon thereafter. Only use it when boondocking while spring turkey hunting or fall deer hunting.
