Seems like number 2 is the way to go.
In every case taxed vs. untaxed is very clearly marked. Usually the wording is "off road diesel" or something similar. It also has a red dye in it, and will usually be much less than the other diesel. Federal tax on diesel is $.24/gallon IIRC then add in state taxes, and you'll end up with a price $.50 a gallon or so less than taxed diesel.
And in Oregon the #2 with PUC permit is virtually always at the truck stop island only. I've NEVER seen it at the regular auto island.
If all else fails, just ask the attendent, they can tell you which is the on road diesel.
And yes, stay away from #1, it is very close to kerosene. VERY poor lubricity and much lower energy value. My truck manual warns against using #1 under any conditions.
