Difficulty Reducing Tongue Weight

I am one of the few that cane say that too much tongue weight can cause the same sway/instability issue as too little tongue weight. When I first weighed my trailer the tongue weight was 1550lbs on a trailer that was loaded for a trip that weighed 9000lbs! Just over 15%. So I moved some of my stuff around and got it down to 1200. The difference in how it handled was amazing.! With the tongue so heavy it was pushing the truck around. With the lighter tongue, but still at 12%, it became very stable.
Do what you can to lower the tongue weight to 12%.
