When I first weighed my trailer the tongue weight was 1550lbs on a trailer that was loaded for a trip that weighed 9000lbs! Just over 15%. So I moved some of my stuff around and got it down to 1200. The difference in how it handled was amazing.! With the tongue so heavy it was pushing the truck around. With the lighter tongue, but still at 12%, it became very stable.
Do what you can to lower the tongue weight to 12%.
Unfortunately, it’s inherent to the design of the trailer. About all I can do is tow with my rear gray water tank full, and add ballast weight to the rear. I already tried the water tank and it barely made a dent, but I do plan on trying that. My storage under the front bed is empty, and all I have in my front exterior storage is my water hoses, 3 fishing poles, and a handheld tool box with a couple small tools.
