Can anyone explain the difference between Passport America and Happy Camper Club if any. Do they both have the typical black out times? I am familiar with Passport America but not happy Camper Club. ...

I have never had that happen to me. it would help if you would list the campgrounds that did this to you for future reference.

Lake Aire RV Park Hollywood / Charleston , South Carolina but it is all spelled out in their PPA page. "*Rates are for basic camping only. Additional charges will apply for additional hookups. There is a $4.00 utility charge added to each site. Upgrading to sewer is $1.50 extra and 50 amp is $3.00. SC Sale and Accommodation Tax is 11.5%. Rates are based on 2 people, $2.00 additional charge for each extra person per day." This is the only one that I have stayed at that does this but I suspect others do as well.
