Do holding tank weathervanes glue to standard PVC pipe?

Got one of these:

Weather-vane tank vent.

I took my tape measure to it and did not get a "nice even number" for either the inside nor the outside diameter.

I know that PVC insides are "nice even diameters", I maybe the outside of a standard PVC pipe will slide perfectly into it.

Anyone have direct experience connecting or gluing this to standard PVC pipe?

PS- NOT putting it on the camper, so please, no replies that it fits the camper vent...I know that much :-)
