Normal calculations would be a service would operate at less then 80%.
In the particular case of campground service, you figure the permissible derating factor for multiple campsites by looking it up in a table in the NEC, giving some percentage. The minimum permissible main/service size is the sum of the branch limits multiplied by this derating factor. It is, of course, permissible to additional capacity in excess of the minimum required, and there are times when it could well be advisable.
