It's no different than putting a restricter in the shower of a shower head. Code says to feed the shower with two a 1/2 inch pipes and the shower head restricts it to a 1/4 inch hole. (Less than 1/6 of the flow). In that case it's water conservation. Well, my wiring is energy conservation. (Not really but it sounds good. ) :)
EDIT. You mentioned RV industry standards, which are 30 amps or 100 amps. Well, in actuallity 30 amps is too little and 100 amps is too much. In reality, the majority of RVs never draw over 60 amps.
