Best is to have the trailer level. But if that is not possible then slightly nose down is ok.
If it were me, I would go back to the regular ball and turn the shank back pointing upward. It sounds like that should give you a level trailer and still leave enough room for the bars to clear the frame.
From your picture it looks like you have more than enough withe the cast head.
