I camp in a truck camper and leave the site, not too sure I'd be too happy if I found someone using my site to dump. Point being, it may be tough to know when a site has been vacated. $0.02
It's usually pretty easy to tell.
If check-out time is 2 P.M. and someone pulls out at 1 P.M. and leaves no trace of their existence on the site, it's fair to assume that they have left for good and use their site to dump.
It happens all the time.
Even if they were coming back later, it's highly unlikely that they would return in the 5-10 minutes that it takes most people to dump.
Seriously, how often do you unhook your TC, leave your site, and return 5-10 minutes later?
