It will function with any amount of tension on the bar. Obviously it will provide more control with more weight.
My question is, how often is a Toy Hauler towed without toys in the garage? If it`s like me (I don`t have a TH) I have the same load for every trip. I can`t imagine owning a TH and not having say a motorcycle with me every trip! I could be wrong, but it seems to me that`s why you buy a TH. not being a smart... here just asking because I don`t own one.
