In the majority of smaller rural towns and areas of the US, if you do that type of driving, your daddy might get out of the other car and whip your butt with his belt right there in public. Also take away your car, and drivers license. Therefore folks learn better at a young age. In many of the denser populations, lots don't have parental training. and see what you get!
