I wouldn't say it is East Coast or West Coast. I would say it is due to being in populated areas where people tend to feel anonymous and that they can get away with being subhuman.
Austin is a good example. There is a habit of certain hybrid car drivers to accelerate to ~70, drop to 50, and repeat on the highway. This is called pulse and gliding, and apparently gives them some fraction of a MPG It totally hoses traffic flow. However, their attitude is that they can do what they want, provided the red/blue lights don't flash behind them.
Get 20 miles out of Austin where you get the native country Texans, and you can easily tell the difference. When the country drivers hand a left turn, they move into the breakdown lane to get up to speed. The city drivers will hook right in front of someone. Same with right turns. The locals will hop into the brakedown line, then slow down. The city people will just jam their brakes on in the left lane, then do a Hail Mary pass to the right.
Not much one can do about imbecile drivers, other than run a dash cam, so if there is a wreck, you can help the police afterwards.
