In general bigger more expensive more crowded places have ruder drivers. I don't think you can split the USA east from west. New York city has famously fast aggressive drivers, but upState NY is normal. My pick for the absolute most aggressive rude drivers in the USA is Boston. The WORST! Lost Angeles and San Francisco are pretty bad too.
I had to roll my eyes over the poster that said drivers are bad in Oregon. My experience is that drivers in the North West are refreshingly courteous and actually drive the speed limit or less.
Florida can be really fast driving but Alabama and South Carolina are not. I live part of the year in San Diego and drivers there are semi fast. But 90 minutes away in Borrego Springs you could take a nap in the middle of the main street in town and people would drive around you. I was in Quartzsite last week and lots of traffic but very friendly drivers.
If there is one universal rule though it is, (my wife came up with this) The World is full of bad drivers, just try not to be one of them.
