It is not so much a east versus west as city versus small town or rural difference in general (except for the boys driving lifted 4WD trucks which seem to be universally stupid everywhere).
I can tell by the distance the following drivers are to my rear bumper when I approach San Francisco from the north or I am getting close to the Los Angeles area. I experience the same in Connecticut and Massachusetts and New York and New Jersey.
I was surprised during my first long trip through Europe how different it was there. Even in major cities like Paris the drivers are infinitely more courteous and willing to share the road with other drivers and with bicyclists and pedestrians than anywhere I have traveled in the USA. Only in the USA do drivers routinely pass where the highway is going from 2 lanes to 1 even if they risk a serious accident in doing so and only gain a second in arrival time to their destination.
Only in the USA do I see drivers speed past and then move over into my lane and hit the brakes to they can make the next exit which is only 50 yards away when it would have been easier and safer for them to slow down and slip in behind me. Drivers in China are among the worst in the world but they are not malicious as with many drivers in the USA on both coasts and anywhere in between.
