I also think it's really a city versus rural issue....I found that was the case even when driving in other countries. I love the relaxed, generally courteous, driving attitudes I find in most rural areas, but am well practiced enough to drive through NYC or any other big city....heck, after Seoul at rush hour in military trucks, NYC is easy....
I drive the DC beltway every day, too. Been doing it for 18 years. I've had a few idiot driver induced situations that could have gotten out of hand, but thankfully never did. People in our area suffer heavily form what I call "me first syndrome". I have learned to just pay attention to the road and watch for / avoid the idiots while my mind works on whatever is on the radio and let the chaos flow on by around me.
