Ron, measurements were used. I know my measurements from past experience with old hitches and how that equated to my scale trips. I was able to get the front to within 1/16"-1/8" of unloaded weight which could just as easily been spring settling or actual point of measure inconsistency. I would like to scale this setup one day but have no trips until this fall. I am very happy with how the truck felt and handled vs when I only had 50% restoration.
I have seen sway up to the point of someone losing their trailer. I have never experienced bad sway with any trailer I have towed. When my TT was empty I can say it "wiggled" more than I would like with the low tongue weight. It would move around what appeared to be several inches at times from side to side with just wind or bad pavement. When loaded it was much better. With the Blue Ox there was no wiggle even when empty. I even did some slalom type maneuvers on our street (its long, straight, flat with few homes and nothing to hit before anyone decides to jump on that statement) and the TT immediately fell back into line. On the way home we had some pretty big gusts that caused some slight movement but again the TT immediately stopped.
Will it stop sway on a bad setup? No idea, you shouldn't be towing with a swaying trailer to begin with.
