No, it uses the caster affect of the having the bars pivots tilted way down downwards the ground. You could achieve the same effect in traditional hitches by mounting the hitch head all the way at its extreme.
Does it control sway as much as other designs? I'm not so sure. I do get the bow-wave effect more than I did with my Reese or Hensley. But I've never gotten sway in the 4,000+ miles i've used my blue-ox. I like the ride and lack of noise, along with the easy setup (vs the Reese, which sometimes required re-aligning the cams with carrying loads) so I'm happy.
BTW - the hitch head has grease zerks on the bar end pivots, to remove any friction. It becomes very noisy if you run too long without new grease.
