One of the brackets on my old trailer would move on the A-frame occasionally. I disassembled it and made sure both bolts were tightened evenly, and made even contact with the A-frame, and it seemed to help. It would still move on occasion, but I never tried anything else before I sold it.
On my current trailer I upgraded to the new style L-pins, and it seems to have nearly eliminated the loud popping/groaning noises when turning. I suspect the L-pins binding on the spring bars was causing the noise, and may also be causing your brackets to move on the trailer frame. (I also upgraded to the newer L-brackets so I could get rid of that stupid square-head screw- the new design is much better.)
