Explorer Sport Trac not comming out of neutral tow

I tow a 2005 Sport Trac and normally when I disconnect form the motorhome I turn the key off and put the transmission in park so that the neutral tow disengages. Recently it has been hanging up in neutral so any gear is in neutral. I put it in 4wd low to engage the trans and it engaged very hard.
I don't know where to look for the problem.
If anyone has had this problem please let me know how you solved it.

    On my F150 and previously on my Ranger, I have to turn the key ON
    , then move the shifter to Park. Need to have the key on to provide power to the xfer case shift motor

    this truck uses a encoder motor on the transfer case could be the motor or transfer case. remove motor and see if you can move gear in transfer case.the motor is bad
