There is no trash can in evidence. That's all it takes for human nature to take over. If it isn't incredibly easy for the general public to be courteous and civilized, they will quickly become feral. These are the kind of things park owners (and owners of all businesses actually) have to consider. You have to make everything idiot-proof unless you want the idiots to win.
