I disagree. All of us have trash bags in our RVs. In some places, you cannot leave trash cans out due to bears and other animals.
If the guilty party is long gone.....the park owner/operator *IS* on the hook as the RP for the Haz-Mat cite and/or clean-up.
It is what it is.
