Blame the park? No garbage can around so throwing your garbage on the ground is acceptable AND somebody else's fault? Are you kidding me?
If one was hiking in a National Park and there was no garbage can around to throw your garbage into, would it be acceptable (and somebody else's fault) to just throw it on the ground?
If one was eating take-out food in the car and there was no garbage can along the road, would it be acceptable (and somebody else's fault) to just throw the containers out the window?
No. You act like a civilized person and you pack your garbage out until you find a place to dispose of it. It is, after all, YOUR garbage.
