Thanks for posting the tickets. Seeing is believing. Now I believe the load on the middle scale pad really was 4340#.
Now, we're left with jerem0621's question --
"Could one of the TT axles been sitting on the same scale as the trucks rear axle?"
If the front TT tires were partially on pad #2 and partially on pad #3, it's possible that the pad #2 load was too high by, say, 900# and the pad #3 load was too low by the same amount.
Decreasing the TV's rear axle load to 3440# and increasing the TT axles' load to 7080# would give a tongue weigh of about 1020# with a load of about 220# transferred to the TT's axles.
That would make a lot more sense.
Only a re-weigh will tell for sure.
