However, the front axle load would have decreased by about 550#.
Since the scale tickets show the front axle load decreased by only 40#, it is obvious that the WDH was transferring an acceptable amount of load to the front axle.
IMO, the large indicated rear axle load is not due to lack of load transfer.
A re-weigh will answer lots of questions. And weighing the combination with WD applied and without WD applied will help to validate the scale numbers.
