I think it is very likely that, on your previous weighing with the TT attached, the tires on the TT's front axle were partially on pad #2 -- with about 900# of TT weight removed from pad #3 and added to pad #2.
If this scenario is correct, your second weighing values should be adjusted so the TV's rear axle load is 3440# and the load on the TT's axles is 7080#.
Then your adjusted weights would indicate a TT weight of 7880# (as before) and a tongue weight of 1020# with 220# transferred to the TT's axles and 800# carried on the TV.
IMO, your WDH was adjusted to do almost exactly what it should do.
I see no point in further speculation until after you get the new weights.
