The truck's front axle weight will go down when you drop a trailer tongue on the hitch ball. Think about a lever or seesaw with the "middle" fulcrum being the truck's rear axle. A WDH is adjusted appropriately when the front axle weight is fully restored to unhitched weight.
The amount of weight restored depends on the hitch and vehicle, some recommend fully restoring and some recommend about half. The longer the wheelbase the harder it is to transfer 100% of the weight back.
