I've been involved with the interstate and international transport of wood for some time and am aware of no federal regulation about any "stamp"
In point of fact, there is none. Examples it is legal to transport firewood obtained Washington, Oregon and Idaho between any of these states. It is, however, illegal to transport untreated fire-wood into these states from any other state.
It is illegal to transport untreated fire-wood into California from any state.
