In point of fact, there is none. Examples it is legal to transport firewood obtained Washington, Oregon and Idaho between any of these states. It is, however, illegal to transport untreated fire-wood into these states from any other state.
It is illegal to transport untreated fire-wood into California from any state.
Unfortunately many people and companies do transport firewood who are not familiar with individual state and federal regulations. That is why invasive pests spread so readily. This regulation is primarily about EAB but is required for any wood that is transported into my home state of Indiana and many midwestern states.
