I live in Arizona, and visit my son in Salt Lake city several times a year, including winter. Taking I-15 to Las Vegas and then Highway 93 into Phoenix is the safest way if there is going to be weather. We frequently travel this route in the winter. From about November to April, you have a chance of snow, but the roads are usually plowed and salted very quickly.
If the weather looks nice, a scenic way to go is I-15 to Hwy 20 in Utah. Then take Hwy 89 South through Flagstaff to I-17. Then I-17 to Phoenix. If the weather is nice, this is our preferred route.
