I just finished 4 1/2 months at St. Andrews State Park and was there for 4 months in 2012 and 2011 and I do not recall ever seeing a no tote sign. I may have missed it, but I and a lot of others used totes all the time, so if it is not allowed it isn't being enforced or even mentioned to campers.
In response to an above post about maintenance at St. Andrews, this summer was a real challenge regardless of park management or lack of funds. It started on July 3 when the rain started. Before it finally quit raining we had over 40 inches of rain over the following couple of months. I remember one period when 76 or the park's 176 camp sites were closed due to high water. Yes the drainage could be better, but with the water table just 1' under the surface in a lot of the campground, it takes surface water a while to go away regardless of drainage issues.
I will be back at this park for the summer of 2014 as a host.
