Javi1, you posted while I was still typing. We have the same opinion.
I don't see it that way at all. There are those that think no one else is in the roadway but them, so if they are going 5 - 10 MPH BELOW the speed limit, they don't care. Many times the person in the far right lane is going that much slower, which in my opinion, is fine since they are in the "slow" lane, but if those that want to go the same speed as the slow guy stays in the "passing/overtaking" lane, then you have a problem.
I don't see it as above the law at all. I see it as mandatory road etiquette since some don't have enough sense to move out of the way of others while they are smoking, texting, sightseeing from the fast lane.
Ticks me off when someone sightseeing appoints themselves to be the pace car for everyone else on the road.
Besided, you have no idea what reason the person traveling fast has. He might be trying to get to the bedside of his dying loved one, or to get his child to the healthcare facility before they pass into a critical state. You never know so just to be a decent person, move over and travel as slow as you want or can get by with. I never get upset at anyone traveling very slow in the right lane. It's the others that "own the road".
