My experience in state parks where I've RVed (Texas, Oklahoma, Missouri, Illinois, Iowa, Indiana and Michigan) is that motorized wheeled vehicles on park roads must be licensed for use on state highways and operated by licensed drivers. Some of these states have different rules for snowmobiles, but they still have to be licensed.
I use this as my basic standard, i.e. if it is licensed street legal, it is probably OK in the park. Otherwise I ask. I more often carry my pedal bike as park transportation than my (licensed street legal) motorbike, because it is just that much easier to carry and my physician insists I need the exercise.
