As per the Ohio DNR, and it applies to all Ohio parks under their control:
1501:41-13-09 Motor vehicles restricted in camping area.
No person shall operate any motor vehicle within any Division camping area or controlled access cabin area except for necessary, direct transportation to or from his campsite or cabin or to and from a campsite or cabin for which he has been granted a visitor pass.
Five Year Review (FYR) Dates: 09/01/2015 and 09/01/2020
I have found most campgrounds (public and private) have similar rules in place to prevent "groups" of riders from cruising the property and becoming a nuisance, a hazard to walkers, or creating mischief. Even a single rider can be hazardous in an area where children playing can dart out of the bushes into a roadway. Can you get away with it? I would imagine the rangers might ignore the regulation on occasion, but, I, for one, would report you in a heartbeat. Mini bikes are fun, no doubt, but, they have their place and it isn't where people congregate to relax and not listen to lawnmowers (unless your mini bike is electric it has to make noise that many would find annoying) or to worry about being hit while walking around the campground. If you can't stroll around the campground "sightseeing" or manage to walk to a bath house, then maybe an electric mobility device covered under ADA would be the answer.
