OK so I am personally involved in said testing for one of those non-Allison companies and I can assure you they are all tested to these levels (or beyond) regardless of manufacturer.
Just an example of the general public unaware of the automotive industry. No different than some of the comments on this forum like "Ford said they weren't putting a diesel in a half ton" or I took a plant tour somewhere and the tour guide gave me some inside scoop with a nod and a wink. This is the same industry that puts on full camo on vehicles with virtually unchanged exteriors and have product development cycles sometimes counted in years.
