Sounds like the cameras are doing the intended job in that they are yes/no on whether or not you violated the statute as written. Do towns fudge the intervals between yellow/red to catch more violators? Perhaps, then solve that problem. Have their been some technical issues with the cameras? probably, but most can be fixed as more experience is gained.
Writing a law that says a speeder can only be ticketed if a officer sees them, is like saying it's OK to rob a store if no one is looking, so what good would the security camera do? Sounds like some legislator got caught speeding or running a red light.
