There are a number of questions unanswered here but to assume the dealer is committing some kind of "scam" would come from ignorance of the process. If you signed the financing contract with the dealer, he owns that contract until they "sell" it to the financing institution. They are responsible to supply to the dealer a properly executed financing contract, an executed buyers order, and a title in the purchasers name with taxes paid. Until those conditions are met the lender can chargeback the dealer for any money advanced.
Purchasing a vehicle in a state separate from where your legal residence is can be complicated although it happens daily. Different states have different laws and regulations and communication between states and their agencies can be complicated at best. The problem you describe needs to be rectified but without all the facts I cannot tell you what steps need to be taken. The dealer can and I would communicate with him. The dealer sold and delivered you the unit. He has a business to protect and most likely a large investment that requires a license from the state to operate. It would be silly to think he is trying to scam you. I have to imagine the problem can be easily rectified by showing them the paperwork you have.
