Could be entirely legit. Could be the dealer playing games. Could be someone scamming based on registration records. Get a name for the person who's calling, then call the dealership's publicly listed number and ask for them. Ask them for the name of the person at the bank who wants the info. Call the bank's public phone number and ask for them, then get them a copy of the tax receipt they want. The dealer doesn't need the info, the bank does. Whenever someone calls you, and there's money involved, don't trust any callback number they give.
