I'd suggest to call the fraudster dealer and find out what is going on. It is probably a snafu in their bookwork since you paid sales tax in Kansas and not MO.
If you don't want to do any legwork, suggest that they call Kansas, the County Treasurer or the taxing authority in your State to get the information.
