Yup. I already have one cable NIB for my waste tank. I plan to make a frame around the tank, insulate inside the frame, and the deicer cable will be laid around the drain pipes and criss-crossed on top of the foam board underneath the tank. If I do this right, my bathroom may be the warmest space in the trailer. :B
In your situation, you could grab a piece of foam board or even a piece of tin, spread the deicer cable on top of that sheet and attach it up under the tank so that it makes contact.
I wouldn't advocate this but I've done it in an emergency situation: get a BBQ of coals going and put them in a metal bucket underneath the oil pan. It has worked for me a couple of times back in the Stone Age when we all ran those big V8 cars with 30W in the crankcase.
