Have the Police stopped enforcing our traffic laws?

We towed our 5er from northern Maine to Florida, about 2000 +/- miles. During this journey we observed about 75% of the total traffic driving 15 to 20 + MPH over the posted speed limit. Also observe...

I do know, in this area of NC. They are still handing out "High Speed Driving Awards" / speeding tickets, on a regular basis. Don't take much to get one. I never do over 5 MPH over the limit.
