Have the Police stopped enforcing our traffic laws?

We towed our 5er from northern Maine to Florida, about 2000 +/- miles. During this journey we observed about 75% of the total traffic driving 15 to 20 + MPH over the posted speed limit. Also observe...

The speed limit is 80 in Utah and Idaho. I was going to Boise recently and Going with the flow meant 95. Fairly common here in Nv also, though the limit is only 75.
